Introduction
The ECI has ordered a Special Summary Revision (SSR) of electoral rolls in 17 States/UTs, including UP, Bihar and West Bengal, with 1 January 2027 as the qualifying date. Article 324 vests superintendence of rolls in the ECI; the RP Act, 1950 governs their preparation.
Wrongful deletions without notice, often hitting the poor and minorities.
Under-enrolment of first-time, urban and women voters.
Capacity: Booth Level Officers are often overburdened teachers.
Data linkage: Aadhaar–EPIC linking is voluntary; privacy concerns persist.
Additional dimensions
Legal changes: the Election Laws (Amendment) Act, 2021 enabled four qualifying dates and voluntary Aadhaar linking.
Judicial view: the Supreme Court in Lal Babu Hussein (1995) held that names cannot be deleted without due process.
Bihar angle: Bihar has heavy seasonal out-migration; ensuring migrants are neither double-listed nor deleted is central to fair polls in the State.
Institutional: Chief Electoral Officers and District Election Officers carry out revisions under ECI control.
Way forward
Four qualifying dates a year (now allowed) to enrol youth faster.
House-to-house verification with mandatory notice before deletion (Form 7).
De-duplication using technology, with audit trails.
SVEEP campaigns in low-turnout areas.
Remote voting options for migrants after consensus.

Introduction
NITI Aayog has released a Data Centre Evaluation Framework, prepared by its Frontier Tech Hub, which ties State approvals to verified power, water and infrastructure, assessed on five pillars. Projects above 20 MW should be ready for automated demand response.
Why data centres matter
Digital economy: cloud, UPI, AI models and government platforms need local capacity.
Data protection: the DPDP Act, 2023 and sectoral localisation rules raise demand for domestic storage.
Investment: India's capacity is expanding rapidly in Mumbai, Chennai and Hyderabad.
Resource stress
A large data centre can use as much power as a small town.
Evaporative cooling consumes large volumes of water in already water-stressed cities.
Grid stability issues from large, round-the-clock loads.
Sustainable path
Energy: renewable power through green open access, storage and round-the-clock RE contracts.
Cooling: liquid and free-air cooling; treated wastewater instead of fresh water.
Siting: spread capacity to cooler, water-secure regions with good grid links.
Standards: PUE and water-use effectiveness reporting; BEE star ratings.
Grid: demand response and on-site storage, as the framework suggests.
Additional dimensions
AI demand: training and running AI models multiplies power needs; the IndiaAI Mission plans large GPU capacity.
Federal angle: land, water and power are largely State subjects, so the framework relies on State adoption.
Bihar angle: with land availability and the eastern grid, Bihar could attract edge data centres if water-efficient cooling and reliable power are assured.
Security: critical information infrastructure rules (NCIIPC) apply to large facilities.
Conclusion
The framework rightly treats data centres as resource-intensive infrastructure. Clear standards and green energy can make India a sustainable data hub.

Introduction
Total exports (goods and services) rose 13.84% to US$476.20 bn in April–September 2026-27, but imports grew 15.68% to US$551.13 bn, widening the trade deficit from US$58.10 bn to US$74.93 bn.
Reasons
Larger import base: imports start higher, so similar growth adds more dollars.
Energy: crude oil and gas dominate the import bill.
Electronics and inputs: rising exports of phones need imported components.
Gold imports in the festive season.
Weak external demand for labour-intensive goods.
Is it a concern?
Services surplus (IT, business services) offsets part of the goods deficit.
Remittances keep the current account manageable.
But persistent deficits pressure the rupee and reserves.
Measures
Manufacturing depth: PLI schemes and component ecosystems to raise domestic value addition.
Energy transition: renewables, green hydrogen and EVs to cut oil imports.
Trade agreements: FTAs with the UK, EFTA (TEPA) and others for market access.
Logistics: PM Gati Shakti and the National Logistics Policy to cut costs.
Export promotion: district export hubs, RoDTEP, and the new National Strategic Trade Command Centre for data-led policy.
Additional dimensions
Bright spot: electronic goods exports grew 70.44% in September 2026.
Foreign Trade Policy 2023 targets US$2 trillion of exports by 2030.
Bihar angle: Bihar's exportable products — makhana, Shahi litchi, Bhagalpur silk — need cold chains, testing labs and GI branding to reach global markets.
Currency: a weaker rupee helps exports but raises the oil import bill.
Conclusion
The aim is not import compression but higher-value exports and lower energy dependence.

Introduction
The Shanghai Cooperation Organisation, founded in 2001, has ten members including India (full member since 2017). Rajnath Singh is attending the 25th Council of Heads of Government in Dushanbe on 19–20 October 2026.
Significance for India
Central Asia: energy (Kazakh uranium, Turkmen gas) and markets.
Security: RATS (Tashkent) for intelligence sharing on terrorism and drug trafficking.
Strategic autonomy: engaging Russia, China and Iran alongside Quad partners.
Connectivity: support for INSTC and Chabahar.
Afghanistan: regional approach to stability.
Constraints
China–Pakistan: both members; Pakistan sponsors cross-border terrorism.
BRI/CPEC: India refuses to endorse it as CPEC violates sovereignty.
Geography: no direct land access to Central Asia.
Consensus rule limits outcomes; growing Chinese dominance.
Additional dimensions
Structure: Heads of State Council is the top body; secretariat in Beijing; official languages Russian and Chinese.
India's 2023 presidency theme: 'Towards a SECURE SCO'.
Bihar angle: Buddhist heritage links (Bodh Gaya, Nalanda) give India soft-power ties with Central Asian and Mongolian partners in the SCO space.
Membership: Iran (2023) and Belarus (2024) are the newest members.
Way forward
India should push counter-terror commitments, digital public infrastructure and millets cooperation (as during its 2023 presidency), deepen bilateral ties with Central Asian States and use INSTC and Chabahar for access.
BRI/CPEC: CPEC

Introduction
India won 4 gold, 5 silver and 2 bronze on day one of the 5th Asian Para Games at Aichi-Nagoya, with Mona Agarwal setting a Games record in shooting. Such success shows ability, not disability.
How sport advances inclusion
Changes attitudes: athletes like Avani Lekhara and Sumit Antil challenge stigma.
Health and confidence for millions of persons with disabilities.
Rights: the RPwD Act, 2016 (Section 30) requires access to sports and recreation.
Economic gains: jobs, scholarships and recognition.
Policy gaps
Access: few accessible stadiums, coaches and classification facilities.
Funding: para-sport gets a small share outside TOPS and Khelo India.
Data: only 2.2% counted as disabled in Census 2011; many are invisible.
Education link: low school participation of children with disabilities.
Accessible India Campaign targets missed in many States.
Measures
Accessible sports infrastructure under Khelo India and Smart Cities.
Dedicated para-sport coaches and classifiers.
School-level talent identification under Samagra Shiksha.
Employment quotas and cash awards on par with Olympians.
Additional dimensions
UNCRPD (2006): India ratified it in 2007; the RPwD Act, 2016 recognises 21 disabilities.
Paris 2024 Paralympics: India won a record 29 medals.
Bihar angle: Bihar's large rural population means many children with disabilities lack assistive devices; ALIMCO camps and district disability rehabilitation centres need scaling up.
Ethical lens: inclusion is a matter of dignity and equal citizenship, not charity.
Conclusion
Para-sport success should be a lever for universal accessibility, not an exception.

Introduction
In September 2026, WPI inflation (base 2022-23) rose to 11.39% while CPI inflation (base 2024=100) was 5.54% — a wide gap.
Reasons for divergence
Coverage: WPI covers only goods; CPI has a large services share (housing, education, health).
Weights: fuel and power and manufactured inputs weigh more in WPI; food weighs more in CPI.
Global commodities: crude oil and metal price swings hit WPI first.
Taxes and administered prices: retail fuel prices are often held steady.
Pass-through lag: firms absorb costs before raising retail prices.
Implications
Monetary policy: RBI targets CPI but high WPI signals future pressure.
Corporate margins: input costs rise faster than selling prices.
Real GDP: a high WPI-heavy deflator lowers real growth estimates.
Fiscal: higher fertiliser and fuel subsidies.
Additional dimensions
History: India used WPI as the headline inflation measure until the 2014 Urjit Patel Committee shifted focus to CPI.
Compilers: WPI — Office of the Economic Adviser, DPIIT; CPI — NSO, MoSPI.
Bihar angle: farmers in Bihar feel high input (diesel, fertiliser) prices captured in WPI, while crop prices may not rise equally — squeezing farm incomes.
Deflation risk in WPI during commodity busts can mislead if read alone.
Way forward
Develop a Producer Price Index, as planned, for better measurement.
Calibrate excise on fuels during commodity spikes.
Strengthen supply chains for key inputs.
Conclusion
Tracking both indices together gives a fuller view of price pressures in the economy.

Introduction
Sudhakar Dalela, a 1993-batch IFS officer, will be India's next Ambassador to Nepal. The two countries share an open border, the 1950 Treaty of Peace and Friendship, and deep cultural ties.
Pillars of the relationship
People-to-people: open border; Nepali citizens work and serve in India (Gorkha regiments).
Economy: India is Nepal's largest trade partner and transit route.
Energy: cross-border power trade; India buys Nepal's surplus hydropower.
Border: Nepal shares about 1,750 km of border with five Indian States: Uttarakhand, UP, Bihar, West Bengal and Sikkim.
Bihar angle: floods from the Kosi and Gandak, which rise in Nepal, devastate north Bihar; the Kosi (1954) and Gandak (1959) agreements and the proposed Sapta Kosi high dam need joint action.
Security: the open border is misused for smuggling and fake currency; SSB guards it.
Culture: Janakpur–Ayodhya links under the Ramayana circuit.
Way forward
Settle boundary issues through dialogue (Boundary Working Group).
Fast-track hydropower and transmission links; long-term power purchase.
Deliver projects on time to build trust.
Expand education, health and pilgrimage circuits (Ramayana and Buddhist circuits).
Conclusion
A respectful, development-led partnership can keep Nepal a close neighbour under the Neighbourhood First policy.
